Bottom line
The sleeper story is that WEC's growth is now a two-counterparty bet dressed up as a utility growth story: ex-VLC electric demand decelerated to 0.4% this quarter from 1.2% last quarter, while VLC-dedicated assets are set to approach 30% of the entire balance sheet by 2031, nearly double the 15%-by-2030 figure given just one quarter ago. The obvious headline, a beat-and-raise with a $47.5B five-year capital plan, is real and well-financed, but the binding constraint isn't hyperscaler demand (management treats that as functionally unlimited), it's regulatory approval timing on the ATC transmission line and persistent skilled-labor shortages on the Illinois pipe program, the same constraint cited unchanged for two straight quarters. Management's own words on the murky 7-9%+ 'plus': "I would say the plus is more representative of the 28 to 29... a little too early to tell", tell you the guidance ceiling is softer than the headline number suggests. My view changes if next quarter they either re-disaggregate the AFUDC/cash split they quietly dropped or give a concrete update on the Oracle litigation that received no substantive mention this quarter.

The 30-second version

  • The growth story is now almost entirely two counterparties, and the 'organic' base is decelerating, not accelerating
  • Headline beat and $47.5B capital plan look great, but the real constraint is regulatory timing and labor, not demand
  • A key earnings-quality disclosure quietly disappeared, and the hottest topic from last quarter vanished entirely
