Bottom line
The submarine incentive accounting is masking stagnant operational performance, with Newport News margins flat at 5.5% excluding adjustments despite all the industrial base investment hype. The market sees 'fourth consecutive quarter of double-digit growth' but misses that it's decelerating and Q4 implied revenue is actually flat to down. The binding constraint is Ingalls labor productivity, which isn't improving despite the March wage agreement: 'I don't think you're going to see meaningful improvement at Ingalls for a bit.' Management's premature incentive booking betrays desperation to show margin progress. My view changes if they deliver those five ships on schedule AND show underlying margin improvement ex-incentives in Q3.

The 30-second version

  • Submarine contract incentives are frontloaded accounting magic, not operational improvements
  • Five ship deliveries in 12 months looks heroic but masks workforce rot at Ingalls
  • Mission Technologies unmanned pivot is all narrative, zero binders
